dave cowen

Dave Cowen, Chair
Tourism Victoria

Dave Cowen has been involved in the tourism industry for more than 25 years. Dave is the General Manager of The Butchart Gardens, previously the Director of Visitor Services. He contributes time to many community organizations. Along with Tourism Victoria, he serves on the Board of the Saanich Peninsula Chamber of Commerce and participates in the Pacific Northwest Economic Development Region. Dave has over 10 years’ experience as a public speaking trainer and shares his knowledge and skills with many organizations, including the UVIC Business Diploma Program.

Chief Andy Thomas, Vice Chair
Esquimalt Nation

Chief Andy Thomas has been the Hereditary and working Chief of the Esquimalt Nation since 1972. He serves on the Executive Committee of the First Nations, our South Island Tribal Council and as the land claims Chairman. Has also been involved with Union of BC Indian Chiefs, and the Interim Council of Chiefs for the National Indian Brotherhood, assisting in the formation and structure of the Assembly of First Nations.

Doug Crowder, Treasurer
Independent Director

With a Certified Management Accounting designation and an MBA from Queens University, Doug Crowder brings over 35 years experience in business management and financial controls to the Board. Since moving to Victoria in 2004, Doug has become active in the local community and is currently the Chief Financial Officer for the locally owned Ralmax Group of Companies.

Starr McMichael, Secretary
Independent Director

Starr McMichael, President of Starrboard Enterprises Inc., has led a successful career in the Marine, Tourism, Hospitality and Event Management sectors.  Specializing in Passenger Services with local and international shipping companies in both Onboard and On Shore operations has informed her long-held belief in the importance of a vibrant working harbour. Starr also has a long history of volunteering and is honoured to have received the C-Fax Community Leader of the Year Award. 

Starr's extensive community service includes fulfilling the role of Chair for Victoria Hospital's Foundation, Chair Greater Victoria Film Commission, Chair - The Humane Campaign for the Victoria Branch of the BC SPCA, Chair VHF's Vision fundraiser and Vice Chair of the Belleville Street Blue Ribbon Task Force.  Fulfilling these and many other volunteer positions has honed her strong belief in the importance of giving back to the community.

nicholas banks

Nicholas Banks
Victoria / Esquimalt Harbour Society

Nicholas Banks is a Victoria realtor serving residential and commercial clients. He is a partner of the Hidden Harbour Marine Centre and has served as the Harbour Master of the Victoria Classic Boat Festival for the past 25 years. Nicholas brings expertise in commercial real estate, marine-related businesses, an extensive knowledge of harbours around North America and the Victoria harbour in particular. 

christina clarke

Christina Clarke
Songhees Nation

Currently Executive Director for the Songhees Nation, Christina Clarke brings a wealth of knowledge of indigenous economics to GVHA's Board. Her experience includes First Nations governance, negotiations, law development and community engagement. Christina's work guides the Songhees Nation in areas of finance and future economic development. She regularly consults on implementation of the First Nations Fiscal Management Act and economics and is a board member of the South Island Prosperity Project.

david schinbein

David Schinbein
Township of Esquimalt

David Schinbein's background brings to the GVHA his varied professional and governance experience. David has been an active board member through out his career. David is a graduate of Fanshawe and Confederation Colleges. As one of Ontario's original paramedics, David was active in promoting the new profession, becoming a Charter Member of what is now the Canadian Paramedic Association. David was a reserve officer in the Canadian Forces Medical Service. Changing careers to Insurance and Financial Services, specializing in benefits and pensions. He was active in municipal politics as well. First serving as a Town Councillor then a County Councillor. David has served as a director on a general hospital board, municipal airport board, conservation foundation board and civic theatre board. Moving to BC in 2007 David entered the security services field. David most recently was an Esquimalt Councillor, Trustee Greater Victoria Library Board and Branch Executive Committee, St. John Ambulance - Greater Victoria. David is committed to making  GVHA a world class working harbour and good neighbour.

Mark Mawhinney

Mark Mawhinney
Independent Director

Mark Mawhinney is an Investment Advisor with Odlum Brown Limited.  He is a Chartered Professional Accountant, Certified Management Accountant and in 2009 was awarded the Certified Management Accountant Society of BC’s province-wide Top-Talent Award.  Early in his career he founded, built and sold two successful businesses and brings close to 20 years of financial and business experience to our board.  He co-chaired the University of British Columbia Alumni Association’s Alumni Centre Committee, which designed, funded and built a first of its kind $21 million, 40,000 square foot Alumni Centre on UBC’s Point Grey campus.  Mark currently sits on the boards of Tourism Victoria and Greater Victoria Chamber of Commerce.

gordon tweddell

Gordon Tweddell
Independent Director

Gordon Tweddell’s career has included Manager of Strategic Planning for the Edmonton Metropolitan Regional Planning Commission, numerous Director positions (Marketing, Business Planning, Government and Community Relations) with AGT Ltd./TELUS; and Director (Canada) for Telcordia Technologies (formerly Bellcore/Bell Labs).  He holds a B.Sc. (Geography/Economics) and an M.A. (Community and Regional Planning).  He has been a frequent contributor to the James Bay community and previously served as a GVHA Community Advisor. Gordon brings skills and experience in strategic planning, government relations, public consultation, and harbour-related issues.

Margaret Lucas

Margaret Lucas
City of Victoria

Margaret Lucas is a City of Victoria Councillor, and has been an excecutive leader in the tourism and retail industries for more than 25 years. She led the transformation team for the Hotel Rialto downtown, and was awarded the Greater Victoria Chamber of Commerce 2009 Business Person of the Year Award for her work and community spirit. In 2012 she received a University of Victoria Distinguished Alumni Award. Margaret is a member of the International Women's Forum, and has sat on many civic boards and committees including the Capital Region Emergency Service Telecommunications committee, Greater Victoria Airport Authority Airport Consultative Committee, Tourism Victoria Board of Directors, Victoria Civic Heritage Trust, Victoria Conference Centre Advisory Committee, Camosun College and the Downtown Victoria Business Association.

Christine Willow

Christine Willow

Christine Willow is a Principal with Chemistry Consulting Group and Chief Operating Officer for GT Hiring Solutions. She is a Certified Management Consultant (CMC) and a Registered Professional Recruiter (RPR), and has been involved in employment and training programs for the past 20 years. Prior to entering the consulting field, Christine was a valued member of the tourism and hospitality industry for more than 20 years, and held senior management positions with Four Seasons Hotels, Hilton Hotels, Trusthouse Forte and Keg Restaurants as well as several independently owned and operated hotels and restaurants. Active in the community, she has served as Chair of the Board of the Victoria Airport Authority, was a Director for the Canadian Airports Council and as a Director for the Victoria Police Board. Additionally, she has also served on the Canadian Tourism Human Resource Council, the BC Restaurant Association, Greater Victoria Economic Development Agency, go2 The Resource for People in Tourism, and the Downtown Victoria Business Association, and she is the Past Chair of Tourism Victoria and the Tourism Industry Association of BC.

Susan Brice

Susan Brice
Capital Regional District

Susan Brice was elected councillor for the District of Saanich in 2005, and is a current director for the Capital Regional District. She is a fourth-generation resident of Greater Victoria and a former elementary school teacher in Esquimalt and Oak Bay. Susan is chair of the Arts, Culture and Heritage Committee for the Saanich Council, and is council liaison for the Victoria Airport Authority Community Consultative Committee. For the CRD, she is chair of the Transportation Committee, and sits on the Finance Committee, and the Core Area Sewage Committee. She is on the Board of Directors for BC Transit. She has served as elected MLA representing Saanich South, and was previously Minister of Mental Health and Minister of Human Resources for the Government of British Columbia. Susan volunteers as vice president of the Victoria ALS Society. 

Ryan Burles

Ryan Burles
Victoria and Esquimalt Harbour Society

Ryan Burles is President and COO of Black Ball Ferry Line and has been in the ferry and tourism business for over 30 years. Ryan has severed on the board of the Victoria Chamber of Commerce, Destination Marketing Committee of Tourism Victoria as well as severing as a board member and past president of the Rotary Club of Victoria. Ryan brings a strong business background with an emphasis on customer service, and safe operations.


Provincial Capital Commission

The Provincial government has announced its intention to dissolve the Provincial Capital Commission (PCC) effective April 1, 2014 and, as such, will no longer be a GVHA Member Agency.
